ISPs advertise Real IP when they mean a public IPv4 you can port-forward. IPv6 is already public on InfoLink (AS58890 / 2404:6180:: and 2402:fec0::). If your DVR only speaks IPv4, you need the static IPv4 add-on or Priority — not a new ISP.
